The rules for building propane tank screens at Lake of the Pines changed in January, 2012.? Again.? These rules are enforced whenever a Lake of the Pines home is sold.

Back in olden times the propane tank screens were built to hide the ugly tanks from your neighbors,? to obscure the ?visual blight.?

For that purpose I built a pretty propane tank?screen at my house.

?

Here?s a screen I made for an investment property CJ and I ?flipped? on Lakeshore North.

Later, I made several screens for my clients.? This one was for Kieran?and Gary Gibson when we sold their house on Oakmont.

Then came the first of the major changes in Environmental Control Committee requirements.? The?posts had to be pressure treated and the siding had to be fire-resistant hardi-board, or hardie-panel, or something like that.? So, I built the screens?to comply with the new code.? Here?s one I made for Corey and Christina Cregar when they bought their house on St. Andrews Court.

And another one for Sheila and Tom Sellers when they bought their house on Bobolink.

Here is the most difficult to build, and the most sturdy, of all my propane tank screens.? This one was for Ken and Cheryl Tune on Lakeshore South.? You could land a helicopter on this one.

Then came the next major change in requirements from the Environmental Control Committee.? This one has proved to be a pain in the behind.? The new rule requires that the entire enclosure, inside and out,?reveal no combustible materials.

Quoting from one of my previous blogs:

Before the newest set of ECC standards (2012), you would dig the holes, set 4X4 pressure treated posts in concrete, build a frame out of 2X4 or 2X2 douglas fir, and hang fire-resistant concrete hard-board sheets for siding, put a redwood rain cap on top, paint it to match the house. You might put on some decorative trim or lattice work so the screen did not look like the ugly, ungainly squat box that it is.

Cost in materials?? About $200.

Now, you can not use pressure treated posts, 2X frames, or redwood rain caps unless you rip concrete hardi-board strips (or some other non-combustible material) and then clad all the wood on all sides.? Ever ripped long strips of hardi-board?? Ever tried to make the hardi-board edges match up with each other and look crisp and professional?

Or you can build the thing out of concrete block, or brick, or stone, or some other masonry technique.

Or you can hang the hard-board siding on a metal frame that you weld or bolt together.

Here?s one of the new 2012 models.? Because the three extant sides were?coated with stucco,?I was able to get away with hanging a ?hardi-board front panel on a metal frame.? This one was for Peggy Upson when we sold her house on Sun Terrace.

My most recent screen was made by encasing 4X4 posts on all sides with hard-board and then hanging hardi-board panels for the siding.? Squat and unattractive.? But, by george, it?s in compliance with the new rules.? This one was for Hugh Stanton when we sold his house on Sycamore.

There are two main steps to the process:

First you have to submit two sets of plans to the ECC and get them approved.? That can take from a few dfays to a few weeks.? Each set of plans will include:

(1)? plot plan indicating the location of the tank

(2)? front elevation of your proposed screen design

(3)??cover letter identifying

• address
• statement of purpose
• dimensions
• materials
• paint colors
• owner?s signature

I would also advise you to include the following language:

?The screen will be painted to match the house.?

?The posts will be 4X4 pressure-treated lumber encased on all sides with non-combustible material or metal posts whichever is most feasible.?

Then, you have to build it.? Or hire someone to build it for you.? I have seen quotes from contractors as high as $1800.00 for tank screens on steep slopes, in rocky ground, on welded metal frames, or with any trim or decoration.

RIM sinks, but patents, network have value

WATERLOO, Ontario (AP) ? Research In Motion Ltd., the maker of the BlackBerry, is in steep decline. The company, once the crown jewel of the Canadian technology industry, is now worth 1 percent of Apple's market capitalization. One way for RIM to stop the downward tailspin: It could sell itself to a competitor or financial firm. But who would step up to buy RIM ?and why?

Late Tuesday, the company said it expects to post an operating loss for the current quarter, a sign that BlackBerry sales are falling even faster than analysts expected. On Wednesday, the company's stock hit its lowest level since 2003, the year RIM went from making two-way e-mail pagers to smartphones.

The stock has fallen 93 percent since their peak in 2008. Since then, the BlackBerry's dominance as the smartphone for on-the-go business people has been eviscerated by Apple Inc.'s iPhone, and more recently, by phones running Google Inc.'s Android software. Research firm IDC says BlackBerrys now account for 6.4 percent of the global smartphone market, a third of what they had two years ago.

In that time, the company's financial performance has suffered. RIM reported a 25 percent revenue decline in the latest fiscal quarter, to $4.2 billion from $5.6 billion. For the full fiscal year that ended on March 3, it earned $1.2 billion, or $2.22 per share, on revenue of $18.4 billion. That's down from net income of $3.4 billion, or $6.34 a share, on revenue of $19.9 billion in fiscal 2011.

RIM issued the dire warning about its business Tuesday, adding that it will lay off a "significant" number of employees.

Still, the company is defiant. Chief executive, Thorsten Heins, says he can turn things around with the help of fresh smartphone software. Heins joined RIM four years ago and was most recently its chief operating officer. He replaced co-CEOs Balsillie and Mike Lazaridis in January after the company lost tens of billions in market value.

"My charter from the board of directors is very clear: long-term value creation with RIM," Heins told The Associated Press in an interview at the company's headquarters in Waterloo, Ontario, earlier this month.

Analysts give RIM only a slight chance of coming out of the crisis. To hedge its bets, the company has hired bankers to look at its options. It's not actively looking to sell itself, Heins said, but it wants to be prepared.

"We are prudent because we know the situation is somewhat challenging," Heins said. "So we are just looking at everything that could be an option. That doesn't mean we are pulling on those options. But we need to understand ... what is our field of action that we could take in case we need to?"

As RIM's prospects worsened, last year marked a turning point in the way analysts assess RIMs value. Instead of treating it like a company with a future, they started looking at it as a collection of parts that could be split up and sold separately to the highest bidder.

Michael Walkley at Canaccord Genuity believes most of the company's value lies in the monthly fees it gets from phone companies in exchange for running the systems that deliver email and Web pages to BlackBerrys.

RIM has 78 million users connected to this system, but Walkley estimates that only 20 million are corporate and government users who are likely to stick around because of the communications security RIM provides. The rest are consumers who will jump to competing phones, he believes. That business is worth about $2.75 billion to a competitor, Walkley wrote in a research report Wednesday.

The other major component of RIM's value is its patent portfolio. The company had an early scare in U.S. patent courts in 2006, when it was forced to pay $612.5 million to a small company founded by an inventor who had patents on wireless e-mail delivery. Since then, it's filed for thousands of patents to use as a defense against future suits.

Patents on wireless technologies exploded in value last year, as Apple and Microsoft Corp. started suing makers of phones that run Google's Android software. Countersuits followed. A consortium that included Apple and RIM bought the patents of a defunct Canadian maker of telecommunications gear, Nortel, for $4.5 billion last year. That compares with the $1.13 billion Nortel's once-prominent wireless networks business fetched in 2009.

As a counter-move, Google bolstered its own patent portfolio by buying Motorola Mobility Holdings Inc., a U.S. phone maker with only slightly better prospects than RIM, for $12.5 billion.

Where does that leave RIM? Christopher Marlett, the CEO of MDB Capital, said RIM's patents are worth more than $1 billion, and could be worth as much as $4 billion if a bidding war develops between Apple, Google, Microsoft Corp. and perhaps Samsung Electronics Co.

"It's a question of how aggressive they get," Marlett said. His firm is an investment bank that focuses on intellectual property, including patents.

Walkley puts the value of RIM's portfolio at $2.5 billion, excluding the patents RIM bought from Nortel and shares with Apple, Microsoft and other buyers.

RIM has $2.1 billion in cash, but Walkley discounts this completely, since the phone business will likely start using up cash soon, and downsizing will require severance payments. That means the email network and the patents comprise RIM's entire value at $5.25 billion, by his estimate.

That's very close to RIM's current market capitalization, at $5.4 billion, though a buyer could be expected to pay a premium.

The cash cushion also means that RIM is in no imminent danger of going bankrupt. But as the shares decline, RIM is likely to face increasing pressure from shareholders to unlock the company's value through a sale, and to abandon the comeback plan.

A possible middle ground would be to sell the patent portfolio while keeping the rest of the company. Two months ago, AOL, once a pioneering Internet service provider, sold and licensed its patents ?which are more modest than RIM's for $1 billion? to Microsoft.

Microsoft is one company that's been suggested as a potential RIM buyer. The software juggernaut is trying to get back into smartphone software, but its Windows Phones haven't been popular so far. Buying RIM could give it a chance to establish itself as a provider of trusted wireless email services, though moving subscribers from BlackBerry to Windows could be challenging.

Suspect in Wash. teen's death arrested in Oklahoma

SEATTLE (AP) ? A Washington state man wanted in connection with the death of his 17-year-old ex-girlfriend who was found in a burning home was arrested in Oklahoma City on Monday, authorities said.

Jarod Lane, 19, was picked up by Oklahoma City police and Oklahoma state troopers after his abandoned vehicle was spotted on the shoulder of Interstate 35 about 18 miles north of Oklahoma City, and a television news crew reported seeing him on the road, said Betsy Randolph, a spokeswoman for the Oklahoma Highway Patrol.

Lane is a suspect in the death of Jessica Scholl, Renton police Detective Robert Onishi said. Lane and Scholl had a romantic relationship but had recently broken up. She was a student at Lindbergh High School; he graduated from the school last year, according to the detective.

Lane was taken into custody by Oklahoma City police on a temporary felony arrest for homicide, Onishi said. Detectives from Renton, which is just south of Seattle, are traveling to Oklahoma City to interview him.

Police had been seeking Lane since firefighters found the girl's body after putting out a couch fire at the home Friday morning. Lane's previous last known location was at a gas station in North Bend on Friday morning.

On Sunday, police in the city of Enid, north of Oklahoma City, received a report of a possible sighting of Lane, Onishi said.

On Monday morning, a state trooper patrolling I-35 found Lane's abandoned car with a handwritten sign noting that he had gone to get gas, Randolph said. The trooper ran the license plates and seized the vehicle as evidence once it became clear the car was associated with a homicide suspect, she said.

Randolph said she posted the news on the patrol's Facebook page to alert the media and drivers not to pick up Lane along the road. Several hours later, a KFOR-TV reporter in Oklahoma City called to report that he and his photographer had spotted the man while on their way out to cover that story, Randolph said.

"When the reporter saw him, he (Lane) still had the same ball cap, same clothes," she said.

Troopers and police officers arrested Lane shortly afterward.

"It's absolutely crazy. ... We were hoping to keep people from giving him rides. I've never had a media person go out of their way to report a crime," she added.

Oil drops on Spanish debt downgrade

NEW YORK (AP) ? Investor jitters about Europe lead to an abrupt reversal in the price of oil on Tuesday.

Oil was trading above $92 per barrel but reversed course after ratings agency Egan Jones downgraded Spain's debt. The downgrade warned that widespread unemployment and a contracting economy will make it tough for Spain to repay its debts.

The price dropped about 2 percent in less than 30 minutes. Benchmark U.S. crude is down 17 cents to $90.69 per barrel in New York in afternoon trading. Brent crude lost 75 cents to $106.36 per barrel in London.

Analysts have been concerned that Spain and other weak European economies could drag the European Union into recession this year. That would not only impact Europe, a region that consumes 16 percent of the world's oil. It also could harm trading partners like the U.S. and China and slow down global demand for oil.

"That lack of confidence is coming in to the marketplace," PFGBest analyst Phil Flynn said.

Meanwhile, U.S. gasoline prices fell by 3 cents over the Memorial Day weekend to $3.64 per gallon, according to auto club AAA, Wright Express and Oil Price Information Service. The national average has dropped by nearly 30 cents per gallon since the first week of April.

In other futures trading, heating oil lost 1.58 cents to $2.813 per gallon while wholesale gasoline added nearly a penny to $2.902 per gallon. Natural gas lost 5.1 cents to $2.517 per 1,000 cubic feet.

The NFL and NFLPA have agreed to a labor deal that will carry the game through at least nine more seasons without a lockout or a strike.? But the presence of a labor contract doesn?t guarantee labor peace.

Over the past couple of months, the relationship between the NFL and NFLPA has deteriorated, with more and more points of contention emerging between the parties.? It actually started not long after the Collective Bargaining Agreement was signed, given the failure of the parties to proceed with a fairly clear commitment to conduct HGH testing.

It?s gotten worse in recent weeks, fueled by the Saints? bounty case and exacerbated by the union?s recent collusion claim.? Look for further deterioration to come.

?There are always going to be situations where our interests don?t align and we?re going to fight tooth and nail,? NFLPA president Domonique Foxworth tells NFL Network?s Albert Breer.? ?And we respect each other afterwards in those situations.?

NFLPA executive direct DeMaurice Smith was more blunt during a Thursday press conference:? ?Cartels do what cartels will do when left unchecked.?

It?s important for the NFLPA to be vigilant, even in times of supposed labor peace.? And with a former litigator running the union, it?s to be expected that the union?s interests will from time to time be pursued and defended via litigation.

Still, underlying any arguments or lawsuits or debates is the fact that, now more than ever, the NFL and the NFLPA are business partners.? They share every dollar that comes through the cash register, and so they should refrain from taking action against each other that could in any way reduce the total dollars generated.

The collusion claim, for example, could in theory attract the attention of Congress, which could decide to take action against the NFL?s antitrust exemption for broadcast purposes.? Which in turn would inflict major damage on the interests of the league and the interests of the players.

Of the tooth-and-nail fighting, Foxworth says that ?we respect each other afterwards.?? But it?s even more important to respect each other during.? And that means making claims and raising defenses to claims not on a knee-jerk or nothing-to-lose basis but only after carefully considering the impact of the proposed activity on the bigger picture.

The claims made in the new collusion case will make it harder for the NFL and the NFLPA to resolve future differences amicably, because the NFL will now fear that the NFLPA will not honor the documents that purport to resolve and release certain legal claims.? In turn, the fact that the NFL apparently engaged in collusion during the uncapped year (regardless of whether the claims were waived by the new CBA) will make it harder for the NFLPA to trust the NFL on pretty much anything.

It is hard to believe that the Chevrolet Tahoe is still in its 3^rd generation. Over the years, Chevrolet has added different powertrains along with refinements to better position the large boxed-frame SUV among competition including a growing large-crossover segment.

The large SUV is somewhat of a dying breed, however, the Chevrolet Tahoe, alongside of its close siblings (GMC Yukon, Cadillac Escalade) attempt to keep this dwindling breed alive. The Tahoe has stood the test of time due to General Motors making improvements in efficiency, easy of drivability and over-all interior comfort. All of these attributes have received notable improvements over the past 5 years within the current 3^rd generation Tahoe.

My 2012 Chevrolet Tahoe LTZ test vehicle is at the top of the trim chart. Tahoe's come in 3 different trims, LS, LT and LTZ. All feature a 5.3-liter V8 engine with 320 horsepower and 335 ft. lbs. of torque. Those numbers may seem small on paper but are modest enough to give the Tahoe the ability to tow up to 8,500 when equipped with the towing package. A?Tahoe Hybrid is an excellent alternative for those who wish to better the 15mpg city and 21 mpg highway figures and get up to 20mpg city and 23 mpg highway.

On-road mannerism in the new 2012 Tahoe LTZ is somewhat unexpected but that is a good thing. The new Tahoe LTZ is surprisingly easy to maneuver provided it is equipped with the convenience package (standard on the LTZ trim level) including a rearview camera system and park assist (audible alerts beep faster when objects in the rear get closer), along with remote ignition and power-adjustable pedals. The steering is very light at low speeds with a slight weight added at highway speeds.

The Tahoe LTZ trim is equipped with an autoride system, which incorporates variable dampers and an air-assisted load leveling system proving useful when towing or hauling heavy loads. The variable dampers and air suspension give the Tahoe a smooth ride that is never too harsh or truck-like. I would even go as far as to say my Tahoe LTZ rode much like a large luxury sedan with an active dampening system.

Performance of the new Tahoe is consistent and predictable at best. The 320 horsepower V8 engine mated to a 6-speed automatic transmission work well together but may start to lack oomph when you load the Tahoe with 7 or more passengers while towing several thousand pounds. An optional trailer brake controller, equipped on my test vehicle, is a nice addition to include if you plan on towing large trailer items.

Stability control and traction control tend to step in early to keep the boxy and tall Tahoe from getting out of line. Braking distance is average for a big SUV but tends to give the body a surprising amount of front-end dive under emergency braking, though ? it still remains controllable pending ABS activation. The Tahoe's off-road prowess is improved with the 4-wheel-drive option but comes at a slightly higher price.

It seems the styling department at Chevrolet took a long hiatus when it comes to the Tahoe's exterior. The sheet metal and design cues on the Tahoe remain unchanged through the current generation and are unmistakable, in a good way.? My philosophy on that is if the exterior styling isn't broke, then why fix it?

Being that aerodynamics is not the Tahoe's strong suit, it is amazing to still get around 21 mpg on the highway. During my time with the new Tahoe, I was able to match the 21 mpg highway EPA figure. The 5.3-liter V8 has a fuel-saver mode that basically deactivates 4-cylinders when under light loads. Although the cylinder deactivation does considerably save fuel, the Tahoe rarely switches to the fuel-saver mode when you are attempting to maintain highway speeds. The only time I took notice to the fuel-saver mode kicking in was coasting and going downhill. However, you hardly notice the transition from fuel-saver 4-cylinder mode to the normal V8 mode ? virtually no vibrations or odd sounds.

Interior quality along with fit and finish is about average until you actually start to touch the dashboard plastics. There are hardly any soft-touch materials used on the dashboard. Possibly, the comfortable heated and cooled leather bucket front seats and heated leather 2^nd row captain's chairs in my Tahoe LTZ made up for the interior's lack of plushness. The new leather wrapped heated steering wheel and bright center-stack LCD touch-screen (intergrates audio, navigation & rearview camera) spruce up the over-all perception of the dashboard's quality.

The 2^nd row seating configuration in my Tahoe LTZ test vehicle only included two bucket seats while the 3^rd row was a 50/50 split removable bench. One downfall of the Tahoe, especially when compared to other large SUVs, is that the 3^rd row does not fold flat into the floor. Cargo space is considerably cut down due to the folding 3^rd row bench unless you remove it completely. Removal of the rear bench can easily become a two-person objective, too. The Tahoe can be had in 7, 8 or a full 9-passenger configuration. To seat 9, the Tahoe uses a 40/20/40 front bench.

The Chevrolet Tahoe integrates all of the expected safety features of any other SUV. The Tahoe received 4 out of 5 stars in overall government crash tests. Frontal and side impact tests received 5 out of 5 stars. An optional blind-spot notification system, standard on my Tahoe LTZ, is beneficial due to the Tahoe's shear size. Other standard safety equipment includes front-seat side airbags, side curtain airbags and OnStar emergency telematics.

The new 2012 Chevrolet Tahoe, part of a vanishing large SUV segment, confronts today's economic conditions with confidence. Being that there are not many large SUV offerings, the Tahoe firmly stands its ground with a short list of direct competitors. A new 2012 Chevrolet Tahoe can be had for a starting MSRP of just $38,755 while my loaded-up Tahoe 2WD LTZ, with its sun & entertainment package (rear-seat DVD & sunroof), heavy-duty cooling package and trailer-brake controller, comes in at $56,550.
