Russian family holed up in T.O. church finally deported to Israel

TORONTO -- Time has finally run out for a Russian family who sought refuge in an east-end church for a year to avoid deportation.

Ilan Brovman, 42, his wife, Irit, 40, and their children, Tom, 8, and Katrin, 5, were arrested outside the West Hill United Church and placed on a flight to Tel Aviv last Friday, their counsel said Monday.

The family had been holed up in a basement apartment of the Scarborough church to avoid being sent back to Israel, where they alleged they faced persecution for having a Jewish surname while not being Jews.

The failed refugee claimants had vowed not to leave the church for fears they would be deported. They were sought on warrants for failing to show up for removal.

"Their time had run out and there was no way they could remain in Canada," said immigration consultant Roy Kellogg, who represented Ilan Brovman. "They are now back in Israel."

He said officers of the Canada Border Services Agency were waiting outside the church for the family to appear.

Irit and the children were arrested early last week and held in detention, Kellogg said, adding it took several days before Ilan Brovman was persuaded to join his family for the trip home.

The family had obtained letters of support from two churches as well as community groups, leaders and politicians.

The Brovmans arrived in Canada from Israel in 2007 and filed failed refugee claims at Pearson airport.

Brovman said his family left Russia in 1992 for Israel, where he alleges they were singled out, insulted or assaulted for having a Jewish surname while not being Jews.

Addis Ababa, July 29 (IANS) ?The Chinese will come and build roads, stadiums and infrastructure?. They will build labs, but who will run the labs?,? asks Jean-Pierre Ezin, the AU?s chief pointsperson for education. He pauses for a while, and then replies: ?Africa needs India for developing its most precious resource: human capital.?

Sitting barely a few metres away from the new Chinese-built towering building of the African Union in his office in the old building, Ezin resists being drawn into the much-touted India-China comparison, but agrees that there is a world of difference between the engagement of India and China in Africa.

?The Chinese are good at building, but we need skilled people to run these establishments. They are not really interested in what we really need ? the transfer of knowledge,? said Ezin, AU?s Commissioner for human resource and science and technology, in an interview to IANS.

India, one the other hand, Ezin points out, is strong in training and skill-building and has some of the finest educational institutions. ?We need to develop skills in Africa. India is building 10 vocational educational centres at the rate of two per region. We need an acceleration of India?s efforts in this direction,? he said.

India is a critical partner in developing Africa?s human capital, he stressed, adding that Africa is looking to India to set up higher education institutes in the continent.

Ezin, who has a doctorate in mathematical science from a French university and has held key posts in international scientific research centers, is a firm believer that the so-called African renaissance or resurgence can only happen through transforming the continent?s educational landscape.

?The authorities in the continent are not aware of the fact that the biggest need of Africa is human capital. They need infrastructure, roads and airports, but above all, without robust human capital, we can?t move ahead.?

It is in this sphere of education and capacity building that India can make a big difference, he said, while pointing to over 100 training institutes India has pledged to build all over the continent at the last two India-Africa Forum summits held in New Delhi and Addis Ababa.

These institutions encompass a wide array of areas ranging from agriculture, rural development and food processing to information technology, vocational training, English language centres, and entrepreneurial development institutes.

The four institutions India has offered at the Pan-African level include the Institute of Information Technology will be established in Ghana, the Institute of Foreign Trade in Uganda, India Africa Diamond Institute in Botswana and the Institute for Education Planning and Administration in Burundi.

These training institutes, India hopes, will help build the industrial and managerial base of the continent by spawning a new generation of entrepreneurs and an educated middle class that will shepherd African resurgence in the day to come.

India?s trade with Africa at $50 billion is nearly one third of that of China with the continent, but New Delhi has carved a niche for itself in capacity building. The training institutes distinguish India?s development-centric approach from that of China?s focus on massive infrastructure projects, hydrocarbons and mineral resources.

These training institutes, together with vocational centres, Africa hopes, will help alleviate the problem of massive youth unemployment. The African youth make up 40 per cent of Africa?s population, but they account for 60 per cent of the unemployed. Around 95 million young people in sub-Saharan Africa are illiterate and are either unemployed or in low-paid jobs.

Ezin is also all praise for the India-aided Pan-Africa e-network that seeks to bring tele-education and tele-medicine to African people as a sign of India?s empowering engagement with the continent.

The 68-year-old mathematician is upbeat about the AU?s pet dream project: the Pan-African University, which is shaping under his guidance.

Pan-African University is a network of five regional thematic institutes which will be based in five regions of Africa: 1) Institute of Water, Energy and Climate Change ? Algeria (North Africa), supported by Germany II) Institute of Humanities and Social Sciences ? Yaounde, Cameroon, supported by Sweden III) Institute of Life and Earth Sciences, Nigeria, supported by India IV) Institute of Basic Sciences, Technology and Innovation, Kenya, supported by Japan V) Institute of Space Sciences in southern Africa (location to be identified).

Record Greenland Ice Melt Happened in Days

Greenland ice, it seems, can vanish in a flash, with new satellite images showing that over just a few days this month nearly all of the veneer of surface ice atop the island's massive ice sheet had thawed.

That's a record for the largest area of surface melt on Greenland in more than 30 years of satellite observations, according to NASA and university scientists.

The images, snapped by three satellites, showed that about 40 percent of the ice sheet had thawed at or near the surface on July 8; just days later, on July 12, images showed a dramatic increase in melting with thawing across 97 percent of the ice sheet surface.

"This was so extraordinary that at first I questioned the result: was this real or was it due to a data error?" said Son Nghiem of NASA's Jet Propulsion Laboratory in Pasadena, Calif., referring to the July 12 images taken by the Indian Space Research Organisation's (ISRO) Oceansat-2 satellite.

Nghiem had reason to be baffled, as this record ice-melt is well above average: About half of Greenland's surface ice tends to melt every summer, with the meltwater at higher elevations quickly refreezing in place and the coastal meltwater either pooling on top of the ice or draining into the sea. Instruments on two other satellites proved out Nghiem's findings ? the Moderate-resolution Imaging Spectroradiometer (MODIS) on NASA's Terra and Aqua satellites

Data from the Special Sensor Microwave Imager/Sounder on a U.S. Air Force meteorological satellite also confirmed the mind-blowing melt.

As for what caused the disappearing ice, University of Georgia, Athens climatologist Thomas Mote suggests it could be a ridge or dome of warm air hovering over Greenland that coincided with the extreme melt.

"Each successive ridge has been stronger than the previous one," Mote said in a NASA statement. The latest in a series of these heat domes, which have dominated Greenland weather since May, began to move over Greenland on July 8, before coming to a halt over the ice sheet some three days later. By July 16, the heat dome had started to dissipate.

Signs of ice melt were even found around Summit Station in central Greenland, which at 2 miles (3.2 kilometers) above sea level is near to the highest point of the ice sheet.

"Ice cores from Summit show that melting events of this type occur about once every 150 years on average," said study researcher Lora Koenig, a glaciologist at NASA's Goddard Space Flight Center in Greenbelt, Md. "With the last one happening in 1889, this event is right on time," Koenig said in a statement.

The melting of such a huge ice sheet ??spanning an area of 656,000 square miles (1.7 million square kilometers) ? is important for various reasons, particularly its potential effect on sea levels. If melted completely, the Greenland ice sheet could contribute 23 feet (7 meters) to global sea-level rise, according to a 2007 report by the Intergovernmental Panel on Climate Change (IPCC), the international body charged with assessing climate change.

Whether or not this recent massive melt will affect the overall ice loss this summer, and as such bump up sea level, is still an open question.

Scientists say that man-made global warming, a result of greenhouse gas emissions, is contributing to Greenland ice melt. In fact, past research has suggested that the Greenland ice sheet will vanish in 2,000 years under business-as-usual carbon emissions. If humans managed to limit global warming to 3.6 degrees Fahrenheit (2 degrees Celsius), the disappearance would take 50,000 years.

While hardware manufacturers like Sony and Vizio have been hard at work making new Google TV devices, the folks in Mountain View have been in the lab cooking up new software features for the platform. We got to speak with Google TV's VP of Product Management Mario Queiroz today, and he shared a couple of tasty tidbits with us.

Firstly, he informed us that there's now a New Releases section in GTV's listings, which makes it easier than ever to find the latest and greatest movies. Additionally, it turns out that GTV's taking a page from the Nexus Q and YouTube Remote playbooks to let users control YouTube videos on the big screen from their phones and tablets. Essentially, you'll be able to bring up a video on your mobile device and have it populate on your TV with the tap of a finger. However, unlike Apple's AirPlay -- which delivers a similar UX by streaming video from a mobile device to an Apple TV -- Google's tech simply has your Google TV device stream the video directly from the web. Naturally, Mario wouldn't dish out any more details about new feature, nor would he say exactly when this functionality will be pushed out to the public, but rest assured we'll let you know when it does.

Tax havens help rich hide $21 trillion, study shows

Thanks to lax international tax rules the world?s super rich have siphoned at least $21 trillion -- more than 50 percent larger?than the entire U.S. economy -- into secretive tax-free havens, according to a study by UK campaign group Tax Justice Network.

The report by James Henry, a former chief economist at international consultancy McKinsey & Co., shows how with the help of private banks the money has flowed into countries such as Switzerland and the Cayman Islands.

?We?re basically talking about a black hole in the world economy,? Henry told NBCNews.com. ?


The figure of $21 trillion in off-shore funds is conservative and the true sum could be as high as $32 trillion, Henry said.

According to the study, the world?s top 50 private banks managed more than $12.3 trillion in 2010 in off-shore financial assets, up from $7.5 trillion five years earlier.

In 2010, the world?s top 10 financial institutions -- which today include the U.S.?s Goldman Sachs and JPMorganChase, as well as Switzerland?s UBS and Credit Suisse -- ?controlled about half of this amount. At least seven of these top 10 institutions received huge bailouts in the wake of the financial crisis, Henry said.?

?This isn?t a bunch of shady third-world banks -- these are some of the premier institutions in the world,? Henry said. ?JP Morgan, Citibank, Barclays, UBS -- the top 10 to 20 banks these are some of the ones who received most of the financial bailout, who were involved in the mortgage fiasco, the Libor rates scandal.?

?Now we find out that they have been spending a lot of time helping very wealthy people avoid taxes,? he added.

Indeed, the report comes at a troubling time for a banking industry reeling from a multi-country probe into the manipulation of global benchmark rates. Last month,?British bank Barclays agreed to pay a $453 million fine to settle a U.S.-British probe into the rigging of the interest rate known as the London interbank offered rate, or Libor, that affects debt from student loans?to mortgages.

That follows years of international turbulence and huge bailouts sparked by the subprime lending crisis in the United States.

While many of the tax-avoiding rich hail from developed countries in Europe and North America, the newly wealthy in developing countries, such as China and India, have siphoned off enough in the last 40 years to pay off their countries' respective debts, Henry said.

Growing anger at tax evasion
The report -- based on information from the Bank of International Settlements, International Monetary Fund, World Bank, and national governments -- comes amid growing international concern and anger about tax evasion. It is especially poignant as many countries are struggling under harsh austerity programs to reduce their debt burdens.

The issue jumped into the headlines earlier in July when a United States Senate report said that a "pervasively polluted" culture at global bank HSBC -- also named in the study -- helped clients move shadowy funds from the world's most dangerous and secretive corners, including Mexico, Iran, Saudi Arabia and Syria.

The failings and lax controls inside HSBC included an inability to properly monitor $15 billion in bulk cash transactions between mid-2006 and mid-2009, inadequate staffing and high turnover in the bank's compliance units, the Senate report said.

British tax expert John Whiting said he was skeptical that the amount being squirreled away by the very rich was quite large as the study claimed.

?As much as anything -- I have no alternative evidence -- the figures just seem so large,? said Whiting, who is tax policy director at the Chartered Institution of Taxation.

But whatever the exact figures, he said the issues raised in the report are real and deserve to be addressed.

?I?m not denying that this is a problem, it?s just the size of it,? he added. ?What is happening with all this money??

So while experts may disagree on the exact numbers, the study sheds light not only on how the murky world of off-shore tax havens, and the growing disparity between the super-rich and everybody else.

This sort of disparity can create popular resentment and eventually unrest, according to Paul De Grauwe, a prominent economist and professor at the London School of Economics.

?Fairness is essential to provide the glue to any system,? he told NBC News.com.? ?It is important to take out these excesses ? people will always try to evade taxes (but) when this has taken on proportions that we?ve seen today you can get violent reactions.?

In other words, while evasion and other similar schemes have likely been employed since governments first began levying taxes, the practices exposed in Henry?s report are likely to spark popular resentment given the austerity and crisis that many countries around the world are enduring.

?On one hand people are asked to cut their wages and live in poverty because banks have to be saved,? De Grauwe said. ??And these same banks use all sorts of tech to help superrich to evade taxes.??

The couple says the restoration of the property proved to be a much larger undertaking than they first anticipated. The Handlemans are currently involved in arbitration with the previous owner, Timothy Corrigan -- who is not related to the Chandlers -- regarding the condition of the home when they purchased it. Witnesses: US general opposed hospital abuse probe

(AP) ? Two retired U.S. military officers say the U.S. general who headed the NATO training mission in Afghanistan tried to stop an investigation into corruption and "Auschwitz-like conditions" at the country's main military hospital.

The officers said Lt. Gen. William Caldwell IV admonished subordinates for contacting the Defense Department's inspector general about Dawood National Military Hospital.

Retired Army Col. Gerald Carozza Jr., who was chief of legal development assisting the Afghan Army and defense ministry, says in testimony prepared for a Tuesday hearing that Caldwell had expressed concern that the request was too close to the 2010 congressional elections. But he added that in his view, Caldwell did not want the request to go to the inspector general at all.

Caldwell's spokesman said Monday the allegations will be proven false.

Disney Dads | Treat Williams: Fatherhood a Flight of Fancy

Treat Williams, Actor, is best known for his work in motion pictures, television, and the stage. But he has three other very important titles: Father, Pilot, and Children?s Book Author. All titles, combined, have resulted in a picture book called ?Airshow,? which is beautifully illustrated by Robert Neubecker and published by Disney Hyperion (2010).

Disney Dads met up with Treat Williams in Great Barrington, Massachusetts, where he was rehearsing for a stage performance that was part of a fundraising gala for Berkshire Playwright?s Lab. The rehearsal was in between appearing in a television series in New York City (?White Collar,? USA Network) and spending time with his family and flying airplanes in Vermont, where he lives.

He shared with us how, as a kid, he became enthralled with flying, and he told us about his next flying book for children, which is now coming into focus in his mind.

?When I was a kid of six or seven, my father built this extraordinary toy for me. It was basically a very large suitcase inside which he had installed an electrical plug and all kinds of bells and whistles. When it was open, it looked like the cockpit of an airplane. He even put in a fan so that it whirred when you turned it on.

?I have a picture of it somewhere. I want to try to dig it out ? we just moved all our things to Vermont, so everything is still in boxes. But I do have a picture somewhere of my sister and me at the controls of our box, wearing helmets that we had seen advertised on cereal boxes.

?For me, that toy is my ?Rosebud.? It elicited in me such joy and excitement as a kid. It was made with care. My dad was a businessman, and he had this wonderful ability to, every once in a while, build us something that sparked our imaginations. One time, he built us some miniature box kites. They were very small and made of balsa wood and toilet paper. They were so small that they needed almost no wind to fly. And they flew beautifully.

?As a kid, I was fascinated with flying. I had fantasies and dreams about flying. I remember driving my tricycle and thinking that if I went fast enough I would achieve lift-off.

?Over the last 30 years, being in the cockpit of an airplane has elicited that same feeling in me as when I was a kid sitting in front of that suitcase and imagining myself flying. I still get that same joy and excitement every time I fly.

?So I went to Robert [Neubecker] and asked him, ?Why don?t we do a picture book about airplanes?? I was hoping to evoke the feelings I had as a kid about airplanes in other small kids.

?The book is my love letter to the lifetime of real joy I?ve had with airplanes. But first and foremost, it?s a picture book. Robert?s drawings are larger than life. I think of it really as his book. The pictures really capture the joy of what it?s like to be in an airplane.

?I would love to write another flying book for children.

Williams explained that he has not started writing the next book yet but that the idea is coming into focus more and more. This time, he wants to write a father/daughter book about flying airplanes. It?s inspired partly because he is currently building a plane with some friends of his.

?The story idea is that Ellie, my daughter, learns to fly. She is 13. Thematically, I really want to incorporate failure into the story. It would be a metaphor for the process of learning. You learn in steps, and sometimes there are setbacks.

He added that piloting planes has always been one place in his life where he felt he was immune to anyone?s criticism. He says an actor?s successes in film and television are sometimes ?nebulous.? For example, actors may feel they were really successful at something, but the critics disagree.

Williams likes the metaphor of success and flying ? and the process of learning to fly ? in terms of his daughter?s place in life at the age of 13. ?Emotionally, like any 13-year-old, she?s all over the map. I would love to see her learn to fly.?

Watching Ellie grow up, Wiliams knows from having a son, Gill, who is seven years older than Ellie, that children don?t ever really grow up and leave. ?They fly off and come back.?

A nice thought. Life as a series of round trip adventures.

Syrian forces fight back after rebel surge into capital

BAB AL-HAWA, Syria/AMMAN (Reuters) - Syrian government forces pounded rebels in Damascus overnight, battling to reverse opposition gains in the aftermath of the assassination of President Bashar al-Assad's security chiefs.

Army helicopters and tanks aimed rockets, machineguns and mortars at pockets of rebel fighters who have infiltrated the capital this week in an operation they call "Damascus Volcano".

Lightly-armed fighters have been moving through the streets on foot and attacking security installations and roadblocks.

But the heart of the city was quiet by 0400 GMT on Saturday, residents told Reuters.

The Syrian Observatory for Human Rights, an opposition group which monitors the violence in the country, said 240 people had been killed across Syria on Friday, including 43 soldiers.

The Observatory's combined death toll over the past 48 hours stands at 550, making it the bloodiest two days of the 16-month-old uprising against Assad.

On Wednesday a bomb killed four members of the president's narrow circle of kin and lieutenants, including his powerful brother-in-law, defense minister and intelligence chief.

"The regime has been rudderless for last three days. But the aerial and ground bombardment on Damascus and its suburbs shows that it has not lost the striking force and that it is re-grouping," opposition activist Moaz al-Jahhar said by phone from Damascus.

In the days since, rebels have pushed deep into the heart of the capital and seized control of other towns. On Thursday, they captured three border crossings with Iraq and Turkey, the first time they have held sway over Syria's frontiers.

LOOTING

At Bab al-Hawa, a busy border post with Turkey seized by advancing fighters, rebels watched on with approval while jubilant villagers looted a duty free shop, part of the vast business empire of one of Assad's cousins.

"This is the people's money; they are taking it back," said rebel fighter Ismail. "Whoever wants to should take it."

Assad has failed to speak in public since Wednesday's blast. A funeral was held on Friday for three of the officials slain in the attack, but Assad did not attend and was nowhere to be seen.

A Damascus resident said he saw three tanks on the southern ring road late on Friday evening, firing at districts in west Damascus.

"The road was cut off and troops were firing mortar rounds from next to the tanks," he said.

A resident of Mezzeh, a district of high rise towers, villas and cactus fields, said helicopters were firing machineguns into the neighborhood and rebels were firing back "uselessly" with automatic rifles.

A man in Barzeh, a neighborhood to the northeast, said a barrage of mortar rounds began hitting residential buildings before midnight.

SNIPERS

Loyalist snipers stationed in Ush al-Wawrar, an enclave in hills overlooking Barzeh populated mainly by members of Assad's Alawite minority sect, had killed a woman earlier in the day and there was gunfire between the two districts, he said.

Accounts could not be independently verified. The Syrian government restricts access by international journalists.

In at least one apparent success for Assad's forces, state TV said on Friday troops had cleared the central Damascus district of Midan of "mercenaries and terrorists". It showed dead men in t-shirts, some covered in blood, others burned.

Opposition activists and rebel sources confirmed they had withdrawn from that district after coming under heavy bombardment, but said they were advancing elsewhere.

"It is a tactical withdrawal. We are still in Damascus," Abu Omar, a rebel commander, said by telephone.

Assad's forces shelled the Abu Kamal crossing with Iraq on the Euphrates River highway, one of the most important trade routes in the Middle East, seized by rebels on Thursday.

A Reuters photographer at the scene said Iraqi forces had sealed off their side of the checkpoint with concrete walls. Late on Friday explosions and gunfire could be heard from the Syrian side, which had been burned and looted.

The surge in violence has trapped millions of Syrians, turned sections of the capital into ghost towns, and sent tens of thousands of refugees fleeing to neighboring Lebanon.

END GAME?

Regional and world powers are now bracing for what could be the decisive phase of the conflict, hoping to wrench Assad out of power without unleashing a sectarian war that could spill across borders.

Israel said it would consider military action if needed to ensure Syrian missiles or chemical weapons did not reach Assad's allies in Lebanon, the Shi'ite Islamist movement Hezbollah.

"I have instructed the military to increase its intelligence preparations and prepare what is needed so that ... (if necessary) ... we will be able to consider carrying out an operation," Defense Minister Ehud Barak said.

Diplomacy has failed to keep pace with events. A day after Moscow and Beijing vetoed a U.N. resolution that would have allowed sanctions, the Security Council approved a 30-day extension of a small, unarmed observer mission, the only outside military presence on the ground.

"The regime is going through its last days," Abdelbasset Seida, the leader of the main Syrian opposition umbrella group, the Syrian National Council, said in Rome, predicting a dramatic escalation in violence.

(AP) ? Gun control advocates sputter at their own impotence. The National Rifle Association is politically ascendant. And Barack Obama's White House pledges to safeguard the Second Amendment in its first official response to the deaths of at least 12 people in a mass shooting at a new Batman movie screening in suburban Denver.

Once, every highly publicized outbreak of gun violence produced strong calls from Democrats and a few Republicans for tougher controls on firearms.

Now those pleas are muted, a political paradox that's grown more pronounced in an era scarred by Columbine, Virginia Tech, the wounding of a congresswoman and now the shootings in a suburban movie theater where carnage is expected on-screen only.

"We don't want sympathy. We want action," Dan Gross, president of the Brady campaign said Friday as President Barack Obama and Republican challenger Mitt Romney mourned the dead.

Ed Rendell, the former Democratic governor of Pennsylvania, was more emphatic than many in the early hours after the shootings. "Everyone is scared of the NRA," he said on MSNBC. "Number one, there are some things worth losing for in politics and to be able to prevent carnage like this is worth losing for."

Yet it's been more than a decade since gun control advocates had a realistic hope of getting the type of legislation they seek, despite predictions that each shocking outburst of violence would lead to action.

In 1994, Congress approved a 10-year ban on 19 types of military-style assault weapons. Some Democrats quickly came to believe the legislation contributed to their loss of the House a few months later.

Five years later, Vice President Al Gore cast a tie-breaking Senate vote on legislation to restrict sales at gun shows.

The two events turned out to be the high-water mark of recent Democratic drives to enact federal legislation aimed at reducing gun violence, and some Republicans said they could see the shift coming.

"The news media in its lather to distort this whole issue may be wrong in their estimation that this will help Al Gore," then-Senate Majority Leader Trent Lott, R-Miss., said in an Associated Press interview a few weeks after the tie-breaking vote. "As a matter of fact, it may already have hurt him, and it may hurt him a lot more."

By 2004, when the assault weapon ban lapsed, congressional Democrats made no serious attempt to pass an extension. President George W. Bush was content to let it fade into history.

Public sentiment had swung.

According to a Gallup poll in 1990, 78 percent of those surveyed said laws covering the sale of firearms should be stricter, while 19 percent said they should remain the same or be loosened.

By the fall of 2004 support for tougher laws had dropped to 54 percent. In last year's sounding, 43 percent said they should be stricter, and 55 percent said they should stay the same or be made more lenient.

In terms of electoral politics, Harry Wilson, a Roanoke College professor and author of a book on gun politics, said violent crime has been declining in recent years and, "It becomes increasingly difficult to make the argument that we need stricter gun control laws."

Additionally, he said in some regions, gun control "can be a winning issue for Democrats. But nationally, it's a loser ... and they have figured that out." Attempts to emphasize the issue will "really motivate the opposition. And in a political campaign, nobody wants to do that," he said.

At its core, Wilson said, the issue divides rural voters from urban voters.

Often, that means Republicans on one side, Democrats on the other. But not always.

In the current election cycle, the NRA has made 88 percent of its political donations to Republicans, and 12 percent to Democrats, according to OpenSecrets.org. The disparity obscures that the organization consistently supports some Democrats, a strategy that allows it to retain influence in both parties.

Its clout was vividly on display in 2010 when majority Democrats in the House sidetracked legislation giving the District of Columbia a voting representative in the House of Representatives. Republicans had vowed to add an NRA-backed provision invalidating a city ban on handgun possession as the price for passage, and there was little doubt it had the votes to prevail.

Later in the year, the NRA objected to legislation to require groups airing political advertising to disclose donors. Fearing the fallout, enough rank and file Democrats demanded changes that the leadership had to revise the bill. A revised bill, granting the NRA and other large organizations an exemption, eventually passed.

Dan Gross, head of the Brady Campaign to End Handgun Violence, says Democrats have drawn the wrong lessons for years. "The cultural narrative exists because of the assessment of Al Gore's loss in 2000 and the mid-terms in 1994, and in both cases I think the gun issue was scapegoated," he said. "Those who didn't vote for Al Gore weren't going to vote for him anyway."

At the same time, Gross readily conceded the lingering hold of the issue.

"Look at Kerry when he felt he needed to dress up in hunting gear," he said, referring to the Democratic presidential candidate's well-photographed excursion into a duck blind in camouflage clothing in swing-state Ohio a few weeks before the 2004 election.

Four years later, Obama won the White House despite strong opposition from the NRA.

As a senator from Illinois and state lawmaker before that, he was a strong supporter of gun control.

Following last year's killing of six people and the wounding of Rep. Gabrielle Giffords in Tucson, Ariz., Obama called for steps to "keep those irresponsible, law-breaking few from getting their hands on a gun in the first place."

He advanced no legislative proposals then, and on Friday, spokesman Jay Carney said, "The president believes that we need to take common-sense measures that protect Second Amendment rights of Americans, while ensuring that those who should not have guns under existing law do not get them."

Obama isn't the only 2012 White House candidate to adjust his views on gun control.

In a losing Senate campaign in Massachusetts in 1994, Mitt Romney said, "I don't line up with the NRA." A decade later, as governor, he signed legislation making a state assault weapons ban permanent.

This year, bidding for support at the NRA convention, he said: "We need a president who will enforce current laws, not create new ones that only serve to burden lawful gun owners."
